One reads this sort of nonsense from time to time, on the internet. The obvious question, in response, is, Why? What would be achieved by this, such that a government would go to the trouble of trying to do it?

Governments are under tremendous pressure, in modern times, to reduce public spending and reduce fiscal deficits, and are at pains to avoid being downgraded by ratings agencies like Standard and Poors, who assess this. (Recall the controversy over the US rating being downgraded in 2011?) Why, in this light, would a government actively seek to increase massively its public spending commitments, and do so on that most unpopular of public goods, welfare? It's just conspiracy bullshit.

There is no answer for this, because it's simply illogical. It's just a right wing Republican talking point, trying to place blame for Black poverty as part of a Democratic "plot", to actually keep Black people "dependent" on the government, and thus permanent Democratic voters in order to continue getting "free stuff'...There are some on this site who have peddled this very nonsense. The whole point is a way to paint most Black people as lazy, as if most Blacks were on welfare, and as ignorant, not smart enough to think for themselves and just the puppets of their Democratic "masters" . This talking point is almost always used as a deflection when examples of Conservative and/Or Republican bigotry surfaces, or when one can point to Conservative/Repub policies that have harmed Blacks and other minorities and the poor.
